Since 1985, BHCHP’s mission has been to ensure unconditionally equitable and dignified access to the highest quality health care for all individuals and families experiencing homelessness in greater Boston. Over 10,000 homeless individuals are cared for by Boston Health Care for the Homeless Program each year. We are committed to ensuring that every one of these individuals has access to comprehensive health care, from preventative dental care to cancer treatment. Our clinicians, case managers, and behavioral health professionals work in more than 30 locations to serve some of our community’s most vulnerable—and most resilient—citizens.

We are seeking a Compliance Officer/Federal Grants Manager who will oversee the corporate compliance program and government grant funding for the organization.  In this role, you will ensure that the Board of Directors, managers, and employees are in compliance with rules and regulations of regulatory bodies and that organizational policies and procedures are being followed. You will also be responsible for writing, managing and reporting on government grants and responding to outside audits.

Responsibilities:
Compliance Responsibilities:
  • Investigate data and security breaches under HIPAA/HITECH with support from Security and Privacy Officers. Investigate allegations of fraud, waste and abuse.  Develop and oversee a system for uniform handling of such issues.  Ensure proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.
  • Identify potential areas of compliance vulnerability and risk. Develop internal plan to address risk.  Work closely with clinical and senior leadership to implement new policies, practices, procedures.
  • Develop, initiate, maintain, and revise written policies and procedures for the general operation of the Compliance Program and its related activities to prevent illegal, unethical, or improper conduct.
  • In conjunction with senior staff, respond to external audits, including Medicaid and Medicare inquiries, and develop internal auditing plans.
  • Answer questions from program staff; establish, develop, and manage employee reporting procedures.  Provide compliance training.  Chair monthly Compliance Committee meetings. Consult with outside legal counsel as needed to resolve complex compliance issues.  Report quarterly to the Board of Directors.
  • Draft and review subcontractor agreements, business associate agreements, memorandum of understanding and data sharing agreements.
Federal Grant Responsibilities:
  • Maintain strong and stable administrative relationships with government funders. Serve as the point of direct contact and take the lead role in the administrative management of state and federal grants including federal HCH grant, federal Ryan White grant, State grants including DPH, EOHHS.  With the support of program managers:
  • Track reporting requirements and submit required reports and renewal applications for existing State and Federal Grants,
  • Coordinate site visits by funders, and
  • Manage and maintain positive relationships with public funders
  • Identify opportunities and develop applications in response to new opportunities for State and Federal Funding. 
  • Write and submit application for Federal Tort Claim Act coverage; write and implement related policies and procedures.
  • Assure compliance with grant contract terms; provide project management; and actively monitor budget spending and outcome delivery.
  • Duties and responsibilities may be added, deleted or changed to meet program needs.
  • Supervise and oversee the Credentialing staff and processes
Qualifications: 
  • The position requires familiarity with regulatory requirements as well as familiarity with compliance, operational, financial and quality assurance procedures in a healthcare setting. 
  • Ability to work independently as well as collaboratively. 
  • Excellent writing and analysis skills required.
  • Experience with grant writing and grants management.
Experience and Education
  • Bachelor’s Degree required; Master’s degree preferred.
  • Law degree or significant background in legal compliance activity preferred. 
  • Experience in health care preferred
  • Grant writing experience strongly preferred
  • Computer Skills: Advanced
  • Frequency of computer use at work:  daily
  • Typical applications:  Microsoft office, plus other software tools as required by the position. Keyboarding:  Proficiency required.

Compensation and Benefits:
  • Salary starts at $105,000 and will increase with years of experience.
  • BHCHP full time employees are eligible for our competitive time off policy of 4 weeks’ vacation , health, dental and vision insurance, 403B retirement savings plan and employer retirement contribution, and pre-tax MBTA pass program with 40% discount. In addition, eligible employees will receive yearly increases, additional compensation of seven thousand five hundred added to your base hiring rate for demonstrated bilingual proficiency and the opportunity to work with local hospitals and community health centers.
