Class Specifications


The primary function of an employee in this class is to perform skilled operations and maintenance duties in a wastewater collection and treatment facility, including monitoring, operating, and adjusting equipment. The employee in this class performs more complex tasks involving problem-solving and situational responses and may exercise lead duties over other employees. The work is performed under the general supervision of the Chief Operator. The principal duties of this class are performed in a wastewater collection and treatment system environment that may include working in adverse weather conditions and hazards involving the use of power tools and equipment and exposure to hazardous and allergenic materials.
Positions in this class are flexibly assigned at the supervisor's discretion to areas of maintenance, operations, pretreatment and stormwater. In accordance with the established personnel policy for this class, employee's wage assignment depends on the employee's level of Idaho operator licensure. The following Idaho license levels are recognized for purposes of wage assignment within this class. Other licenses may be added as conditions or operating requirements change:
  • Wastewater Collections Operator 1 through 4
  • Wastewater Treatment Operator 1 through 4

Examples of Work Duties


  • Monitors and adjusts process control panels, gauges, and meters to detect variations in operating conditions;
  • Operates computerized maintenance tracking and scheduling programs;
  • Performs scheduled and emergency maintenance and repairs on collection system and all plant equipment;
  • Performs sampling and laboratory testing of various plant processes;
  • Interprets results and adjusts process controls accordingly;
  • Responds to emergency situations, such as system alarms and sewer backup calls;
  • Operates job-related heavy equipment including, but not limited to, dump trucks, sewer cleaning trucks, backhoes, and forklifts;
  • Performs duties as lead operator in the absence of other supervisory personnel;
  • Performs all work duties and activities in accordance with City policies, procedures, and safety practices;
  • Monitors the SCADA system to evaluate water system conditions;
  • Inspects and maintains storm water facilities;
  • Inspects and monitors pretreatment facilities;
  • Writes reports and permits.

Other Duties and Responsibilities
  • On-call after duty hours on rotating basis to respond to emergency situations;
  • May perform snow plowing/deicing duties;
  • Perform other related duties that are required.

Knowledge, Skills and Abilities


Knowledge of:
  • Methods, equipment, materials, tools, and standard practices for the operation and maintenance of a waste water treatment facility;
  • Chemistry, Physics, Microbiology, and Math as it relates to Wastewater treatment;
  • Electrical and control principles and equipment;
  • Wastewater laboratory sampling and testing procedures and standards;
  • Federal (OSHA) regulation and City policies regarding safe work practices and handling and disposal of hazardous materials.

Ability to:
  • Follow written and oral instructions;
  • Perform simple mathematical calculations as required for system operations;
  • Read and interpret system technical and operational manuals and guidelines;
  • Read and interpret meters, gauges, control panels, and testing and monitoring equipment;
  • Operate manual and automated valve, pump, and control systems;
  • Operate a motor vehicle;
  • Operate hand and power tools;
  • Operate heavy equipment;
  • Operate standard office equipment, including a computer using program applications appropriate to assigned duties;
  • Learn and interpret test results, make visual inspections and adjust processes accordingly;
  • Prepare written reports and maintain system performance records;
  • Communicate effectively with the public and other employees.




Acceptable Experience and Training


  • High school diploma or GED equivalency required;
  • Two (2) years Wastewater system maintenance; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
  • Ability to obtain Idaho Wastewater Collection or Treatment Operator I license within 18 months of hire;
  • Wastewater Operator licensing shall be in accordance with Idaho Bureau of Occupational Licensing requirements;
  • As a condition of continued employment, employee must maintain operator licensing at the highest level attained during tenure in this job classification;
  • Idaho Class B CDL endorsement.
