Key Responsibilities:

As a Project Manager & Estimator, you will oversee residential, commercial, government, federal, tenant improvement, and restoration projects. Responsibilities include breaking down plans in AutoCAD, managing project setup in Procore/ProjectSight, scheduling, task assignment, and performing detailed cost estimations using Xactimate, RSMeans, and other industry-standard tools. You'll manage subcontractor bids, lead project meetings, and ensure adherence to timelines and budgets. For federal projects, experience with JOC contracts and government procedures is required. Restoration work will involve fire and water damage assessments, using tools like iGuide for precise measurements and Xactimate for scope preparation.

Residential Projects:

  • Project Setup & Planning:
    • Break down project plans using AutoCAD and establish comprehensive project folders in platforms such as Procore or ProjectSight.
    • Set up project milestones, manage task assignments, and ensure clarity in the scope of work by reviewing all plans and documents for potential offers.
    • Conduct internal team meetings to present project potential, establish a Work Breakdown Structure (WBS), and assign tasks accordingly.
  • Scheduling & Estimation:
    • Develop preliminary project schedules for upper management review and create detailed execution schedules upon approval.
    • Prepare detailed cost estimations using CSI format and present estimates to upper management for review and client-facing quotation creation.
  • Client Communication & Bid Finalization:
    • Engage with clients to present bids, explain details, and incorporate feedback into the proposal process.
    • Post-award, transition into detailed scheduling, material take-off (MTO), and preparation for project execution.
  • Subcontractor Management:
    • Identify, evaluate, and manage subcontractor bids, ensuring alignment with project requirements.
    • Finalize subcontractor selection by thoroughly reviewing portfolios, qualifications, and compliance with the project scope.
    • Create potential subcontractor database for future projects.
  • Project Execution & Reporting:
    • Manage project kickoff meetings, create and track project milestones, and oversee daily logs, reports, and meeting minutes.
    • Ensure project schedules, budgets, and timelines are monitored and updated regularly.
    • Provide comprehensive status updates to upper management on project progress, budget adherence, and any critical issues.

Commercial and Private Projects:

  • New Commercial Construction:
    • Oversee the management and estimation of new commercial construction projects from concept through completion.
    • Breakdown architectural plans and construction blueprints to create detailed project folders in Procore or ProjectSight.
    • Develop and manage milestones, schedules, and task assignments, while ensuring compliance with client requirements and industry standards.
    • Lead project kick-off meetings, manage daily reporting, and monitor progress throughout construction.
  • Tenant Improvements (TI):
    • Manage tenant improvement (TI) projects, from design review through the final build-out.
    • Collaborate with property owners, tenants, and design teams to ensure scope alignment, project scheduling, and budget adherence.
    • Perform detailed estimation, cost control, and scope management using CSI formats, ensuring precision in budgeting and adherence to timelines.
  • Subcontractor & Vendor Management:
    • Solicit, evaluate, and manage subcontractor bids for all commercial projects, ensuring compliance with project specifications and timelines.
    • Review vendor and subcontractor portfolios, ensuring their ability to meet project demands and maintain compliance with commercial standards.
  • Client Relations & Reporting:
    • Act as the main liaison with commercial clients, attending meetings, providing progress reports, and ensuring all client needs are met.
    • Maintain detailed documentation, including daily logs, progress reports, and change orders in Procore or ProjectSight.

Restoration Projects (Fire, Water Damage):

  • Scope Development & Estimation:
    • Utilize Xactimate to perform detailed scope creation for restoration projects, ensuring accurate measurements and costing.
    • Use tools like iGuide or similar scanning technology to capture accurate floor plans for restoration work.
    • Measure and document damage caused by fire, water, or other disasters, ensuring comprehensive and detailed estimates are produced.
  • Restoration Procedures:
    • Manage fire and water damage restoration projects, overseeing demolition, removal of affected materials, and reconstruction efforts.
    • Ensure all restoration work complies with industry standards and insurance requirements, coordinating with adjusters and insurance companies to finalize scope and cost estimates.
    • Lead restoration teams through the project lifecycle, from initial assessment to final quality assurance and project completion.
  • Client & Insurance Communication:
    • Serve as the primary point of contact for clients and insurance companies throughout restoration projects, addressing questions and making necessary adjustments to the scope and timeline.
    • Provide detailed reporting, including before-and-after assessments, daily logs, and project status updates.

Government & Federal Projects (NAVFAC, Air Force, etc.):

  • Contract Management & Compliance:
    • Manage all phases of government projects, from RFP evaluation to project completion, ensuring adherence to federal regulations and compliance standards.
    • Utilize RSMeans for cost estimation and budgeting, ensuring accuracy in pricing and alignment with federal cost data.
    • Work extensively with Job Order Contracting (JOC) processes, managing task orders, pricing, and delivering projects under fixed-price, indefinite quantity contracts.
  • Detailed Estimation & Bid Preparation:
    • Prepare comprehensive cost estimates and project breakdowns using RSMeans , Xactimate, and other estimation software tailored to federal projects.
    • Develop highly accurate bids and proposals for federal agencies like NAVFAC , the Air Force, and other governmental bodies, ensuring compliance with specific agency requirements.
    • Engage with project stakeholders to clarify requirements, negotiate terms, and refine bids prior to submission.
  • Job Order Contracting (JOC):
    • Manage JOC contracts by developing, pricing, and executing task orders in alignment with federal standards.
    • Ensure timely and accurate completion of work orders under JOC guidelines, managing multiple small to medium-scale projects concurrently.
    • Oversee the compliance and procedural adherence of JOC contracts, ensuring pricing accuracy and cost control based on RSMeans and government-accepted unit price books.
  • Scheduling & Project Coordination:
    • Develop and manage project schedules using MS Project, Primavera , and other scheduling software in line with federal project requirements.
    • Ensure precise material take-offs, submittals, and procurement processes are followed to meet contract terms and client expectations.
  • Subcontractor and Vendor Management:
    • Review subcontractor and vendor bids in accordance with federal contract standards.
    • Finalize subcontractor selection by verifying past performance, financial stability, and compliance with federal guidelines.
  • Documentation & Reporting:
    • Maintain detailed project documentation, including RFIs, submittals, daily reports, and meeting minutes using tools such as Bluebeam and Procore .
    • Regularly update project stakeholders, including upper management and federal agencies, through formal reports and presentations.
    • Ensure adherence to all safety, compliance, and reporting requirements mandated by federal agencies.
  • Client Relations & Communication:
    • Act as the main point of contact for federal agencies, including NAVFAC and the Air Force , throughout all phases of the project.
    • Participate in pre-bid meetings, site visits, and contract negotiations to ensure a thorough understanding of project requirements and expectations.

Required Skills & Software Proficiency:

  • Estimation & Project Management Tools:
    • Expertise in Xactimate for restoration projects, including fire and water damage assessments.
    • Proficient in RSMeans for government and federal project estimation.
    • Advanced use of iGuide , Planswift , Stack , MS Project , Primavera , Procore , ProjectSight , Bluebeam , and AutoCAD .
    • Familiarity with federal bidding platforms such as Bidspeed , BidClerk , Dodge , and other relevant tools.

Qualifications:

  • Proven experience in residential, commercial, tenant improvements, and restoration project management and estimation. Minimum 2 years of experience required.
  • Strong understanding of Xactimate , RSMeans , and JOC contracts, especially within federal project management.
  • Ability to manage multiple projects simultaneously with a high degree of organization, leadership, and attention to detail.
  • Bachelor’s degree in Construction Management, Engineering, or a related field is required. Master’s degree is a plus.
  • PMP or equivalent certification is a plus.
  • QC and EM 385, and OSHA certification is a plus.
