Description


To provide social work to individuals in need of mental health/alcohol and drug coordination services. Duties include assessment, case management and service coordination to children and adults in the Behavioral Health and Community Programs Section.


Portions of the duties associated with this position may be conducted remotely as allowed by the county telecommuting policy and authorized by the Department Head. The employee must have the ability to work efficiently remotely if required.

Examples of Duties


  1. Coordinates supports necessary to maintain consumers in a community setting including psychiatric and mental health services, symptom and medication monitoring, employment/education, housing, self-care, medical, financial, social, and recreational.
  2. Processes requests for county funded substance use disorder and/or mental health services; authorizes (or denies) services; develops contracts; and monitors funding in conjunction with BHP manager.
  3. Completes Program Participation System (PPS) and billing paperwork as necessary.
  4. Determines the range of services needed by individuals and families through interviews, home visits, collateral contacts, etc.
  5. Applies, monitors, and completes required reporting on substance use prevention grant funding and/or other funding sources as assigned.
  6. Facilitates the court process for mental health and alcohol/drug emergency detentions, attends court hearings, facilitates the preparation of court-related documents, and provides testimony as needed.
  7. Prepares families for court hearings by explaining the process and involving them in the preparation of treatment recommendations.
  8. Monitors compliance with court-ordered settlements and commitments.
  9. Assures continuity and appropriateness of services through communication and collaboration with individuals and organizations such as attorneys, court, corrections, law enforcement, schools, medical, tribal, and other community resources.
  10. Assists families with the process of filing three-party petitions.
  11. Provides intake, assessment, case management, and crisis intervention services to court-ordered and voluntary cases related to mental health and alcohol/drug services.
  12. Teams with other county staff (e.g., Juvenile Justice, Child Welfare, Child Protective Services, Veterans, Adult Protective Services, Comprehensive Community Services, Community Support Program, etc.) to address substance use disorder issues.
  13. Coordinates services with other agencies/disciplines/community members such as law enforcement, attorneys, mental health and alcohol/drug treatment providers, schools, nursing homes, etc. and educates all parties on the emergency detention process.
  14. Arranges evaluation services to assist with assessment and case-planning decisions.
  15. Locates appropriate treatment facilities that match an individual's needs, identifies transportation resources and coordinates transportation when needed.
  16. Identifies alternative funding sources and makes referrals as necessary (e.g., Health Insurance, Medical Assistance, etc.)
  17. Completes case-related documents including case notes, correspondence, and general documentation.
  18. Provide primary back-up to the Behavioral Health Social Worker/Case Manager.
  19. Provides evening and weekend on-call services for Juvenile Court Intake including assessment, crisis intervention, custody decisions and referrals on a rotation basis with Family Services staff.
  20. Performs Family Services Access duties on a rotation basis.
  21. Participates in section and department meetings, work-related committees, and trainings.
  22. Provides informational presentations to other staff, professionals, and community groups related to department programs and policies, substance use disorders, prevention, etc.
  23. Provides CCS service array supports as coordinated with CCS service facilitator as part of Behavioral Health and Community programs team.
  24. Participates in supervision/consultation.
  25. Performs other duties as assigned.

Qualifications

A.Minimum of a four-year degree from an accredited college in social work, sociology, psychology, criminal justice or another approved human services program.

B.Certified as a social worker in the state of Wisconsin or eligible for certification by holding a training certificate or temporary license and certified prior to the expiration of the certificate or temporary license.

C.Minimum one year of experience providing social work, preferably to individuals with mental health and/or substance abuse issues.
Valid Wisconsin driver's license and reliable transportation

Shifts and Work Hours:
Generally, the courthouse is open from 8:00am until 4:00pm, Monday through Friday. Depending upon the position, full-time employees may be scheduled either 37.5 or 40 hours per week.

Shifts for Dispatch personnel will vary, but cover 24-hours per day, 365 days per year. Applicants for these positions must be flexible. .

Insurance:
Health insurance is available to regular employees that work 26 hours per week or more and those that are eligible for participation in the Wisconsin Retirement System. Coverage is effective upon completion of one full calendar month of employment.

Both Disability and Life Insurance are available.
A Section 125 Plan (Flexible Spending) is available.

Sick Leave:
Sick time is accumulated at the rate of eight (8) days per year for full-time employees and is pro-rated based on hours worked for employees working 50% time or more. New employees are provided with 37.5 or 40 hours upon hire (in addition to the monthly allocation), which may be used for any purpose during the first year of employment.

Vacation for full-time employees scheduled 1950 hours per year:
Upon Hire: 37.5 hours
After One (1) year: 75 hours
After Five (5) years: 112.5 hours
After Ten (10) years: 150 hours
After Fifteen (1) years: 187.5 hours

Vacation for full-time employees scheduled 2080 hours per year:
Upon Hire: 40 hours
After One (1) year: 80 hours
After Five (5) years: 120 hours
After Ten (10) years: 160 hours
After Fifteen (1) years: 200 hours

Up to five (5) days equivalent of vacation may be carried over to the next year and must be used within the first 6 months of the new year.

For employees working more than 50% time, but less than full-time, vacation time is pro-rated based upon the regular number of hours scheduled.
